NorCal Teen Found Safe In East Bay After Being Kidnapped: Police

The teen was abducted out of Orland in Glenn County, police said.

OAKLAND, CA — A 14-year-old who was kidnapped from a Northern California agricultural community on Friday was found safely in Oakland, police said.

Officers responded around 8:20 a.m. to the 900 block of Watts Avenue after someone reported the teenager missing, according to the Orland Police Department.

"Circumstances discovered during the initial investigation caused officers to consider the disappearance suspicious, and the Federal Bureau of Investigation was contacted for assistance," police said in a statement Monday.

Authorities worked for hours to develop leads, reviewing cell phone information, surveillance footage and conducting interviews, police said.

Law enforcement tracked the teenager to Oakland, where police say she traveled to with 31-year-old Las Vegas resident Troy Spencer Lucas Jr.

Lucas was taken into custody on suspicion of child abduction, deprivation of child custody and child endangerment, police said, adding that the teen was reunited with their family.

Police did not say how Lucas met the teen.

"This remains an active investigation," police said. "Because the victim is a juvenile and due to the sensitive nature of the case, the Orland Police Department will not release information that could identify the juvenile or compromise the continuing investigation."
