Unauthorized Activities
"Unless authorized by permit it is unlawful to do the following in any park, recreation, open space, waterfront or Albany Hill area: Construct or erect any building of any kind, whether permanent or temporary... Store personal property..."
So, are the Castle and the Library "personal property"?
They were not authorized by permit.
