The following provides a summary of actions taken by the City Council as part of the special and regular meetings on November 15, 2021:

Review of Advisory Body Work Plan - The Council reviewed the work plan submitted by the Financial Advisory Committee and approved the work plan.

Quarterly Financial Update: The Council received a presentation for the update on the City's finances compared to budgeted amounts covering the first quarter of Fiscal Year 2021-22 (July 1 - September 30, 2021). The presentation includes Year-to-Date Budget to Actuals Report and the Cash and Investments Summary.

Ordinance No. 2021-11 Organics Reduction and Recycling Ordinance: The Council approved for first reading of the Organics Reduction and Recycling Ordinance, adopting by reference the Alameda County Waste Management Authority's Organics Reductions and Recycling Ordinance (ORRO) No. 2021-02. The Council will consider the second reading (pass to print) at the next Council meeting scheduled on December 6, 2021.

Update from City Council Subcommittee on Confederated Villages of Lisjan: The Council adopted the Land Acknowledgement Statement to be read at the beginning of City Council meetings and Advisory Body meetings. Other updates include discussion of the Shuumi Tax, discussion with School Board Members to incorporate information in the school curriculum, and update on fabrication and installation of signs that are specific to Albany.

Albany Waterfront Park:  The Council  approved the recommendations as proposed by Council Member Nason - 1. Albany's lands at the waterfront remain as a municipal park; 2. the City will pursue collaboration with east Bay Regional Park District on a policy level and not renew the Memorandum of Understanding executed on November 28, 2016; 3. direct staff to reprogram the $300,000 that was originally set aside for CEQA documents to minor improvements to the park and accessways.

Possible Ballot Measures for November 2022 General Municipal Election: The Council formed two City Council ad hoc subcommittees to work on possible ballot measures for the November 2022 Election. 1. Advanced Life Support/Emergency Medical Services Tax (Jordan/Gary). 2. Housing Bond (Tiedemann/Gary).
