Muhammad, who was in the child welfare and juvenile justice system as a youth in Oakland, overcame several obstacles to become one of the nation’s premier juvenile justice leaders.

Muhammad has served as the Chief of Committed Services for Washington, D.C.’s Department of Youth Rehabilitating Services and was most recently Deputy Commissioner of New York City’s Department of Probation, overseeing 35,000 people on probation and 800 staff.

The reception will be immediately followed by a moderated policy discussion with Muhammad on the topic, “Making Second Chances for Youth…Count” led by Youth UpRising President & CEO, Olis Simmons in conversation with Trina Thompson, the Presiding Judge of the Juvenile Court and other esteemed juvenile justice leaders who will discuss innovative probation reform that rehabilitates youth and breaks the cycle of offenses into adulthood.
