Beaumont Sewer Plant Title 22 Compliance

The "New Council" Wasted Taxpayer Money on Three Title 22 Recycled Water Scams in One Year.

In 1993 the City of Beaumont was required to completely replace their Sewer Plant that was constructed in 1929 and convert their wastewater into Title 22 Complaint Recycled Water by March, 1995.

The City has lied about having Title 22 Compliant Recycled Water for 1/4 century.

Beaumont’s 1996 Sewer Bond, page 21 states; “The treated effluent from the new facilities meets or exceeds the current discharge requirements established by the State Regional Water Quality Control Board.”

Beaumont’s 2001 Wastewater Bond, page 45 states: “The tertiary treated wastewater generated by the facility complies with all Title 22 and State Regional Water Quality Control Board discharge requirements.”

Beaumont’s 2018 Wastewater Bond, page 22 states: “The Treatment Plant produces recycled water that, with appropriate governmental approvals, can be made suitable for irrigation purposes.”

Those are all fraudulent statements. The City has no Recycled Water, but the Taxpayers have paid for multiple Title 22 Compliance Reports.

In May, 2007 Wildermuth Environmental created a Title 22 Engineering Report with a list of Infrastructure that was required before Title 22 Compliant Recycled Water Could be produced.

On September 16, 2014, ‘Council Approved’ $86,000 to ‘UV Validation and Title 22’.

On July 7, 2015, two months after the Raids, ‘Council Approved’ $9,469 to Urban Logic Consultants for ‘UV Validation and Title 22’.

On November 17, 2015, ‘Council Approved’ $73,214 to Utility Partners for ‘UV Validation and Title 22’. Utility Partners is the shell company originally called ‘Urban Logic Services’ that funnels $1 Million/year out of the Sewer Plant.

On July 19, 2016, Albert Webb & Associates sold the City a Title 22 Compliance Engineering Report that says yes, there is no Title 22 Compliant recycled water.

The Beaumont-Cherry Valley Water District, as the Purveyors of the Recycled Water, are preparing another Title 22 Compliance Engineering Report that is scheduled to be complete by June 7, 2019, in preparation to receive the City of Beaumont’s Recycled Water that doesn’t exist.

Water District Manager/Engineer Dan Jaggers justified creating another worthless Title 22 Engineering Report by stating that he’s not wasting the Ratepayers’ money - it’s going to be paid for with Developers’ money.

The State Board gave the City of Beaumont a December, 2014 deadline to produce Title 22 Compliant Recycled Water, but the City failed the deadline. The State Board gave the City of Beaumont another deadline of December, 2015 to produce Title 22 Compliant Recycled Water, but the City failed the deadline again.

If the City planned to build the infrastructure needed to produce Title 22 Compliant Recycled Water they wouldn’t lie on the bonds about already having recycled water.
