Fair Political Practices Commission Busts Mayor White
Warning Letter Issued to Mayor White for failure to disclose his income from ESRI Corporation

The Fair Political Practices Commission issued a warning letter to Lloyd White Case No. 2017-0085 for his failure to disclose his income from ESRI Corporation. I told him back in early 2015 he needed to disclose this income since the company he works for does business in the city and does business with the city. He refused. Looks like when the state starts investigating him he finally had to listen. Now lets see if the Mayor can be a real leader and produce that 700 form and publicly apologize to the citizens of Beaumont for his failure to perform. I wonder who gave him the advice. Was it the overpaid city attorney Pinkney? I don't know but Lloyd knows. Now that information is out in the open, I guess now the state can proceed with the 1096 violation that occurred back in May by the Mayor when he publicly stated that he had no conflict of interest on this item, and thee Planning Director had to remind him. He violated the act by opening up the discussion on the matter and discussing it. He didn't read the agenda. Listed below is the text of the letter I just got from the FPPC.

Warning Letter: Case No. 2017-00085, Lloyd White
Dear Mr. White:
The Enforcement Division of the Fair Political Practices Commission enforces the provisions of the Political Reform Act[1] (the “Act”). This letter is in response to a sworn complaint alleging you failed to report income you received from ESRI Corporation on your Statement of Economic Interests (“SEI”)
Section 87200 of the Act requires certain public officials to disclose all investments, interests in real property, and sources of income from persons who are located in or doing business in the public official’s jurisdiction.
Your actions violated the Act because you failed to disclose income received from ESRI Corporation on your SEI. However, since you attempted to obtain advice, you filed an amendment immediately after contact from the Enforcement Division, and you do not have an enforcement history, we are closing your case with this warning letter.
This letter serves as a written warning. The information in this matter will be retained and may be considered should an enforcement action become necessary based on newly discovered information or future conduct. Failure to comply with the provisions of the Act in the future will result in monetary penalties of up to $5,000 for each violation.
A warning letter is an Enforcement Division case resolution without administrative prosecution. This resolution does not provide you with the opportunity for a probable cause hearing or administrative hearing. If you wish to avail yourself of these proceedings by requesting that your case proceed with prosecution rather than a warning, please notify us within ten days from the date of this letter. Upon this notification, the Enforcement Division will rescind this warning letter and proceed with administrative prosecution of your case. If we do not receive such notification, this warning letter will be posted on the Commission’s website.
