Free Landscape Maintenance for our Mayor Lloyd White
Lloyd White has received 8 year plus of free landscaping on his property from the city of Beaumont. An illegal gift of public funds

The attache photo is a aerial view of Lloyd White property in Beaumont. It is a corner lot. The landscape area on the west and north sides were maintained by the city of Beaumont for over 8 years. Lloyd White knew that the easement was never properly recorded and that he shouldn't be receiving this free service. In fact he didn't like the service that was being done by the city staff, so he complained and the city a private landscape contractor to do the work.
In the 2014 election, Lloyd White complained that he was not allowed to hang a sign on his fence which was “on his property” and not in a city easement. The city attorney David Wysoki investigated and found that the developer had not filed the easement and White was correct that the city did not have an easement. Lloyd White did not disclose on 700 forms that the city maintained his property for over 8 years.
At the February 3, 2015 Item 8.a.2: White was a part of consensus to fix failure to give easement that gave White unapproved free maintenance for 8 years. He did not excuse himself on this matter. At March 3, 2015 City Council meeting, the minutes stated for item 7.a.11:”Lloyd White leave meeting stating that he has a conflict because it affects his home.

After the election, the city recommended applying for the easements, but it appears that nothing has been done to this date. Apparently the city is still maintaining the property without an easement. This is a gift of public funds and should be investigated. According the the information that I have the city spent over $12,000 a year in this improvement area without proper easements being recorded. This was a oversight by the city, the developer and the property owner (Lloyd White) and should have be corrected when Lloyd White discovered it. I guess our corrupt Mayor wanted to continue his free landscaping with control over the property. And to think about it, he called for a lawsuit against the former city attorney who discovered the problem, What about a lawsuit by the city to recover the money spent on maintaining Lloyd White's yard.
I think the District Attorney Public Integrity unit should look into this matter.
