Memo of Understanding between Beaumont & BCV Water District

This non-binding agreement means the Water District will spend Millions - it was $3 Million, but I believe it’s already up to $4 Million - in preparation for the City to provide Title 22 Compliant Recycled Water.

Why am I so skeptical? Because the 2019 Sewer Bond the City claims to already have Title 22 Compliant Recycled Water. The $80 Million Bond the City acquired in 2018 is only for and an Expansion and Brine Line.

The first Agreement between the two Agencies was in 1993. The Water District Agreed to provide unlimited Will-Serve Letters to the City of Beaumont in exchange for Recycled Water by March, 1995. To the day the Water District Board continues to Approve Will-Serve Letters in violation on State Law requiring a 20-year secured water supply.

The 2nd Agreement was part of the STWMA scam in which Yucaipa, Banning, and Beaumont joined together to deplete the Beaumont Basin ‘temporarily’ on the pretense that the Basin would soon be ‘overflowing’ once Yucaipa, Banning, and Beaumont built recycled water facilities.

To the Yucaipa Water District’s credit; it did build a ‘state of the art’ Wastewater Facility with Recycled Water. But both Banning and Beaumont stole/embezzled/misused the Bond and Grant money they received and to this day neither City has recycled water.

The Beaumont Sewer Plant is deteriorated beyond repair. After the Raids everyone had hope that the Beaumont City Council would hire honest Staff, but that never happened. Instead of releasing the Sewer Plant to the Yucaipa and BCW Water Districts the City Council hired Albert Webb & Associates to forge a feasibility report. And Council ‘trusted their Staff’ that it would be cheaper to completely rebuild the City’s Sewer Plant and ‘go it alone’ and build their own Brine Line instead of hooking up with Yucaipa.

The Beaumont-Cherry Valley Water District had an honest Manager, Eric Fraser, that told the Board the truth, which is that there is no water to sustain the thousands of houses for which the Water District Board has already issued Will-Serve Letters.

The Water District Board solve their water shortage by firing their honest Manager and awarding their Engineer, Dan Jaggers, the title of ‘manager’. Jaggers theory is that the Water District can buy water from Northern California and once the price to so high people won’t be able to afford to flush their toilets; they won’t need so much water - brilliant, right?
