"The residents were isolated in another area of the facility and the staff members are either recovering or are isolated at home. We're working closely with the facility and we're getting new data every day," Richards said.
Richards confirmed tests began last week at Windsor Vallejo Care Center after two-dozen infections were found in late April.

The outbreak was confirmed by the California Department of Public Health's "Skilled Nursing Facilities: COVID-19" web page, where it was reported that as of Sunday, 22 health care workers and 63 residents of the Windsor Vallejo Nursing & Rehabilitation Center had tested positive for coronavirus.
As of 4:30 p.m. Monday, Solano County had reported 320 confirmed cases, 175 of them in Vallejo, and six deaths.
Richards told the Vallejo Times-Herald that patient privacy laws prevented her from discussing whether any of the county's coronavirus-related deaths were at Windsor Vallejo Care Center.
A spokeswoman for the Windsor Vallejo Care Center, a skilled nursing and rehabilitation facility at 2200 Tuolumne St., did not return a phone call from Bay City News for comment Monday afternoon.
Vallejo Mayor Bob Sampayan told the Times-Herald he was "extremely concerned about the well-being of patients and staff members" at the care home. The mayor said he would like to see residents who are not ill moved out of the 160-bed facility temporarily until the sick residents recover.
The Vallejo facility is among 35 operated by Windsor in Arizona, Southern California and Northern California, including in Petaluma, Concord, Hayward, Elk Grove and Sacramento.
Windsor has a COVID-19 information web page which states that because of the coronavirus situation, the Centers for Medicare and Medicaid Services has restricted all visitors and nonessential care personnel from the facilities.
Windsor's website states that anyone with symptoms of a respiratory infection or fever will not be permitted to enter under any circumstances. Instead, visits are held virtually; family members seeking information should call 888-607-5627.
