Police Release Video In Fatal Officer-Involved Shooting

Officers provided medical aid until paramedics arrived, but the man died at the scene.

BRENTWOOD, CA — The Brentwood Police Department released a critical incident video related to a fatal officer-involved shooting during a traffic stop on Dec. 24, 2025.

Police said officers stopped a vehicle near Balfour Road and Foothill Drive around 10:55 p.m. on suspicion of DUI.

The driver, identified as 43-year-old Romaine Morgan of Stockton, was the sole occupant, according to authorities.

During the investigation, officers searched the vehicle and reportedly found a loaded firearm concealed on the front passenger-side floorboard, police said.

When officers attempted to arrest Morgan, he allegedly resisted and gained control of the gun. An officer then fired, striking Morgan, Brentwood PD said.

Officers provided medical aid until paramedics arrived, but Morgan died at the scene.

The Contra Costa County District Attorney's Office is conducting a parallel investigation under the county's law enforcement involved fatal incident protocol. Police said the investigation remains ongoing.

The video, published online, includes body-worn and in-car camera footage.
