League of Women Voters meeting on "Oversight of Special Districts"

San Mateo County has 23 districts providing services such as fire and water, healthcare and education. How transparent and accountable are these districts regarding their contracts and administration?  Created by the state legislature in 1963 and revised in 2000, LAFCo is a state-mandated independent commission with countywide jurisdiction over the boundaries and organization of cities and special districts. To explain the structure, duties, and limitations of this commission which oversees 23 districts in San Mateo County are the LAFCo Executive, Martha Poyatos, and County Supervisor Don Horsley, one of seven LAFCo commissioners. The commission is made up of two representatives of county special districts, two members of the Board of Supervisors, two members of City Councils in the county and one public member. Supervisor Horsley will highlight some of the districts, such as Peninsula Health Care District, San Mateo Mosquito & Vector Control District.
