After 28 Years, Campbell City Clerk Announces Retirement
Anne Bybee says it's time to begin the next chapter in her life.

News from the City of Campbell:
Campbell’s City Clerk, Anne Bybee, has announced her retirement from the City effective April 30, 2015. Mark Linder, Campbell’s City Manager, said, “I’m really going to miss having Anne around as she has been one of my key sources of information regarding the City’s past practice on various issues, rules and policies. She’s also been one of my key confidants in the organization who I respect for her honesty and candor and, if asked, will ‘tell you like it is.’”
Bybee is a long-time Campbell resident, member of the City’s Executive Management Team, and has served as an elected and appointed official for over 28 years, serving as the official City Clerk for the Campbell City Council.

As City Clerk, she has been responsible for facilitating the conduct of City Council business and conducts all City elections and administers all campaign and financial disclosure laws. Additionally, she has been responsible for the preparation of City Council Agendas and Minutes and maintains records of all proceedings of the City Council. She has administered oaths and affirmations; received petitions on behalf of the City; ensured adherence to the State’s open meetings law (Brown Act); prepared and published public hearing and legal notices; certified payroll and accounts payable; maintained the Campbell Municipal Code; and has coordinated the appointment processes for the City’s numerous advisory commissions and boards.
Anne has been awarded “Certified Municipal Clerk” and “Master Municipal Clerk” designations from the International Association of Municipal Clerks. In 2013, Anne was recognized by the Campbell City Council for “2013 Women of Distinction Awards”.

Linder added that, “Anne carefully reads every City Council report prior to giving the reports to me for approval. Her attention to detail helps me be assured that the reports are free of errors and are well written. She is an invaluable resource for me as she is very knowledgeable about the Campbell community and has a great amount of institutional knowledge as it relates to our City’s past practice. To this end, I consider Anne a close advisor to me.”
A devoted wife to a retired Campbell Police Agent and mother to two grown daughters who attended Campbell schools, Anne Bybee has been active in the Campbell community. In 2008, she volunteered her time to help the City in its public education efforts on a key sales tax revenue measure which was successfully passed by Campbell voters.
When asked to reflect on her announcement, Bybee says, “Working for the City has been a rewarding and enjoyable experience with a unique opportunity to serve as both an elected and appointed City Clerk. During my tenure, I had the pleasure of working with many professional and well respected city managers, elected officials and staff.”
The City Council is currently exploring options and timelines to recruit for a new City Clerk.
