Frazee state beaches, is controlled by California State Parks, limiting what the city can repair or improve. City Manager Geoff Patnoe says Carlsbad is pressuring the state to fix a deteriorating beach sign and respond to erosion, while clarifying that natural rock formations on city-managed sand weren't dumped there.
