CVSan: Roland Williams Celebrates 20 Years as General Manager
CVSan would like to congratulate General Manager Roland Williams for his 20 years of service to the community as General Manager of CVSan.
Castro Valley Sanitary District (CVSan) would like to congratulate General Manager Roland Williams for his 20 years of service to the community as General Manager of CVSan. In 1995 he began his career at CVSan as the District Inspector, became the Collection System Manager in 1997, and would later become General Manager in 2002. Over the past 27 years, CVSan has transformed from a small local special district into an industry leader. Some of the district's highlight accomplishments include:
- 2002 – CVSan hosts the first Recycles Day event to help residents properly recycle e-waste and tires.
- 2003 – CVSan hosts the agency’s first Earth Day Clean-Up event benefitting schools and public sites throughout Castro Valley.
- 2006 – CVSan completed a major $32 million renovation project at the Castro Valley/Oro Loma Wastewater Treatment Plant to increase the amount of wastewater that can be treated.
- 2016 – CVSan completes the Ecotone Horizontal Levee Project at the Castro Valley/Oro Loma Wastewater Treatment Plant to protect it from predicted rising sea levels.
- 2019 – CVSan negotiates a new solid waste collection agreement with ACI.
- 2020 – CVSan re-negotiates our joint powers authority with the East Bay Dischargers Authority.
A lot has changed in Castro Valley since 1995, but Roland’s determination and desire to be of service has remained a constant. Board President Timothy McGowan said, “CVSan is fortunate to have Roland Williams as our general manager. He has provided us with leadership through the financial crisis of 2008 and the COVID-19 pandemic. He has been a skilled negotiator completing two solid waste agreements with our trash haulers and reforming our wastewater disposal
agreement with the East Bay Dischargers Authority (EBDA). CVSan would not be the wonderful agency that it is today without his vision and dedication to our community.” Reflecting on reaching his 20th anniversary as CVSan’s General Manager Roland added, “I have been
fortunate to have spent so many years serving the community that I call home, a community that I truly love. It has been an honor to be of service as CVSan’s General Manager for the past 20 years and I look forward to many more years to come.”
About CVSan: Castro Valley Sanitary District (CVSan) is a public agency organized under the Health and Safety Code of the State of California. As a California Special District, CVSan is responsible for the operation and maintenance of the sanitary sewer collection system within the unincorporated community of Castro Valley. CVSan is also in charge of the administration of a solid waste collection franchise, and the implementation and administration of state and local mandated recycling programs, among other duties.
