New Requirements for Property Sales Starting July 1st

All properties within CVSan boundaries will be required to have a sewer lateral compliance certificate when they are sold.

Beginning on Monday, July 1st all residential, commercial, and industrial properties within Castro Valley Sanitary District (CVSan) boundaries will be required to have a sewer lateral compliance certificate when they are sold. This certificate ensures that the property’s sewer lateral is in good working order.

Some properties already have a sewer lateral compliance certificate on file because they fall into one of these two categories:

  • Properties with sewer laterals built less than 30 years ago

· Properties where at least 50% of the sewer lateral was replaced after July 1, 2009

CVSan has developed an online portal where property owners can see if their property currently has a sewer lateral compliance certificate. These certificates can also be downloaded and printed through the portal, which is available at www.cvsan.org/Permits.

Properties that do not have certificates on file are required to replace their sewer lateral or complete a closed-circuit television (CCTV) sewer lateral inspection prior to the property sale. If the CCTV inspection shows that the sewer lateral needs to be repaired or replaced, the completed repair work must be approved by an authorized CVSan inspector before the property is sold. After the property has passed its CCTV inspection or has completed the necessary repair work, a sewer lateral compliance certificate will be issued.
