Transparency Certificate of Excellence Awarded to CVSan
CVSan received the award on October 12th at the California Special Districts Association Annual Conference in San Diego.
Castro Valley Sanitary District (CVSan) received the District Transparency Certificate of Excellence on October 12th at the California Special Districts Association Annual Conference in San Diego. This award, presented by the Special District Leadership Foundation, recognizes outstanding efforts to promote transparency and good governance. This is CVSan’s second time receiving the District Transparency Certificate. It was first awarded to CVSan in 2013 for the November 2013 to November 2015 budget cycle.
To qualify for this award, a Special District must demonstrate the completion of eight essential governance transparency requirements, which include conducting ethics training for all Board members, properly holding open and public meetings, and the timely filing of financial transactions and compensation reports to the State Controller’s Office.
In addition to these transparency requirements, CVSan fulfilled fifteen (15) website requirements, which include providing Board agendas, minutes, the current District budget, and the most recent financial audit online.
