City Of Concord: Organics Recycling Law Takes Effect

Mt. Diablo Resource Recovery (MDRR) and the City of Concord continue to partner on the implementation of Senate Bill 1383, Short-lived climate pollutants. SB 1383 went into effect on January 1, 2022, and makes it mandatory for every city in California to provide organics recycling. Organics recycling includes food scraps, food-soiled paper, and yard waste.

The intent of SB 1383 is to reduce greenhouse gas emissions by diverting food waste from being landfilled. As of Jan. 1, organics recycling is now mandatory for businesses regardless of the amount of food waste generation, unless eligible for an exemption. MDRR and the City of Concord are working together to build the capacity to accept residential organics waste in the near future.

Organics collection for residential accounts should roll out in January 2023 or soon after. Outreach and education materials have been shared with Concord businesses notifying them of this change. Additional outreach and educational materials will be shared with residents later this year.
