Here are the top five stories in Concord today:
- At 11:00 AM, Wednesday, March 23, the National Weather Service activated a test of the Civil Air Patrol airborne public address system (APAS) as part of its Tsunami Warning Communications Test. Civil Air Patrol dispatched aircraft and crews from Concord and Sacramento to fly the Del Norte and the Humboldt counties coastline with the aerial messaging system. The purpose of this test was to educate residents and visitors along the coast to one of the many ways they may receive warning of an impending tsunami. The APAS was designed to provide messages directing the public to take action who might not otherwise receive emergency alerts. (Lost Coast Outpost)
- The Contra Costa County Library and the League of Women Voters, Diablo Valley and West Contra Costa chapters recently presented a program – Redistricting Results & Challenges. The panel included Professor Stephen Woolpert, Helen Hutchison, Russell Yee, and Kristin Nimmers. The program was moderated by Gail Murray, a previously elected member of the San Francisco Bay Area Rapid Transit (BART) Board of Directors and BART representative on the Capitol Corridor Joint Powers Agency. - Visitors to the Alhambra Creek Staging Area at Briones Regional Park near Martinez may notice a new experimental feature at the trailhead. Visitors will find a panel full of bicycle bells. There's also a bell panel at Crocket Hills Regional Park. The bells are loaners. Hopefully the sound of the bell will alert other trail users when a cyclist approaches from behind, thus reducing the chance of an accident. The park district, Regional Parks Foundation, and Recreational Equipment, Inc. (REI) sponsors the bicycle bell program. (Pioneer Publishers)
- Late Friday afternoon, the Contra Costa County District Attorney's Office announced that on Wednesday, March 23, the FBI and the DA's Office conducted court-authorized law enforcement activity at multiple locations. The criminal investigation pertains to sworn law enforcement officers from the Antioch Police Department and Pittsburg Police Department. The broad range of offenses under investigation involve crimes of moral turpitude. The Pittsburg PD issued a statement on its social media accounts early Friday evening. It says, in part, "Anytime there is any allegation of criminal misconduct, that is something our organization takes extremely seriously. ...Please know that the women and men at our Department remain committed to serving our community. Any officer who has violated their oath of office by engaging in illegal or unethical conduct will be held accountable." (Contra Costa Herald)
- On March 21, an early morning fire destroyed The Red Caboose Restaurant in the City of Antioch. The fire started as an exterior fire before making its way up the wall and into the attic. Con Fire has completed their investigation of the fire. They concluded that the most likely cause of the fire was a cigarette discarded in an outside planter. Nothing suspicious was noted. The investigation is now complete. (East County Today)

- The 28th Annual César E. Chávez Commemorative Celebration for Contra Costa County will be on Tuesday, March 29 at 11 am in Board Chambers at 1025 Escobar Street in Martinez. Community members can also join the event live on Contra Costa Television channels and the county's website.
- The City of Oakley announced the hiring of Brent Smith as its new community development director. Smith was selected as the city's top pick from a total of 21 applicants. (East County Today)
- The City of Orinda, in partnership with the Orinda Community Foundation, will once again hold Orinda Action Day. This year the community clean-up event takes place April 23 from 10 a.m. – 12 p.m. Meet at Orinda Library Plaza where snacks and a light lunch will be provided.
