Here are the top stories today in Concord:

  1. Small businesses and nonprofits in Concord that incurred financial loss due to the COVID-19 pandemic have until Oct. 19 to apply for microgrants of up to $2,500. Eligible expenses must be incurred due to the pandemic and include payroll costs, health care expenses, rent, utilities, mortgage, reopening, safety supplies, and more.   2. Concord's Representative Mark DeSaulnier along with Representative Jim Langevin (RI-02) and Senator Maggie Hassan (D-NH) have introduced the Protection and Advocacy in Education Act (H.R. 9100). This legislation would provide Protection and Advocacy Systems (P&As) with direct funding to ensure the rights of students are upheld. "While 15% of public school students in the U.S. have a documented disability, we are not effectively providing them with the resources and support they need to thrive in the classroom, contributing to lower graduation rates and higher rates of seclusion for these students," said Congressman DeSaulnier. "I am proud to introduce this legislation with Congressman Langevin and Senator Hassan that will provide critical funding to support the needs of students with disabilities, helping to ensure we live up to our promise of equity in education for all students."   3. Elevated levels of hydrogen sulfide have been detected near the Crockett Wastewater Treatment Plant. Residents in the area have been advised to take extra precautions to keep themselves safe. Symptoms of exposure can include headaches, nausea and irritated eyes. Just smelling the sulfur gas does not necessarily mean there is a hazard to your health, but if you experience symptoms, Contra Costa Health (CCH) recommends you consider leaving the area, if possible, or going inside and closing all windows and doors. "Anyone with serious symptoms should contact their healthcare provider." (News 24/680)
  4. The Contra Costa Elections Office says your November 8 ballots will be in the mail to you on October 10, so watch for them some time after October 11! "If you do not receive your ballot by October 20th, call our office at 925-335-7800."   5. Did you see the car-b-que on Highway 24 on Friday? No injuries were reported, but it was a spectacular scene. Someone had some lousy timing, because it was just in time for the Friday evening commute, so it snarled traffic in both directions.
