Man Charged With Cyberstalking Concord Minor

An Oakland man solicited sexually explicit material from eight minors, prosecutors say.

BAY AREA, CA — Two East Bay men were booked on federal arrest warrants this week in connection with a scheme to extort sexually explicit photos from eight minors in the Bay Area and Utah.

Delaney Tang, 21, of Oakland was charged with soliciting child pornography, which means he could spend five to 20 years behind bars, according to a news release from the U.S. Attorney's Office, Northern District of California. Prosecutors say he conspired with Vincenz Sison of Concord, who encouraged a minor who blocked Tang to continue speaking with him.

Both men face charges of conspiring to commit cyberstalking, which comes with a prison sentence of up to five years. They were booked into the Santa Rita Jail in Dublin Tuesday and appeared Wednesday in federal court.

Youth ages 11 to 14 were targeted in the scheme, prosecutors said. They lived in Livermore, Concord, San Francisco, Chico and Utah.

The investigation was opened late last year after the San Francisco Police Department learned from a local high school official that students had been extorted on social media for sexually explicit images and videos, according to a news release from police.

Tang reached out to dozens of minors using fake names and profile photos, and pretended to be a minor in some cases, police said.

He asked for sexually explicit images and videos, and if they refused, he would either: use location features on the social media platforms to determine their approximate address and intimidate or threaten them; or get photos of the children from friends or acquaintances and make them believe that he had more compromising photos, police said.

When Tang obtained the images or videos, he would threaten to post them if he did not receive more, police said. Some images and videos were posted and circulated at the kids' schools.

"Some of the victims were harassed and tormented for months," police wrote.

Police said they executed search warrants at the homes of Tang and Sison, and found devices that contained sexually explicit images and photos of the victims — some of whom have not yet been identified.

Police are working to identify them and ask any unidentified victims to come forward. Anyone who has had suspicious interactions with either of the men are asked to contact the San Francisco Police Department at 1-415-558-5500.

Tang remained in custody as of Thursday, while Sison was released on a $75,000 bond and will appear back in court Dec. 7, prosecutors said.
