Here are the top five stories today in Concord:
- Assemblyman Tim Grayson, of Concord, recently introduced legislation sponsored by the Coalition to Abolish Slavery and Trafficking, which would establish the California Multidisciplinary Alliance to Stop Trafficking Act. Assembly Bill 2553 provides recommendations to strengthen California's response to supporting survivors and holding offenders accountable. "California is home to some of the largest hubs for sex and labor trafficking in the United States, and it is beyond time our state takes the necessary steps in combating this criminal enterprise," Grayson said in a press release. - The Concord City Council on Tuesday considered a resolution to issue bonds to buy The Lakes Apartments and convert the 102-unit building into affordable housing. The city would try raising $45 million in tax-exempt revenue obligations to rehabilitate the 55-year-old complex, located at 1818, 1819 and 1850 Laguna St. The bonds would be issued by the California Municipal Finance Authority (CMFA) at the request of non-profit Integrity Housing. Bond repayment would be the sole responsibility of Integrity Housing and CMFA. The CMFA and Integrity Housing would restrict 75 percent, or 77 of its 102 units, to qualify for low-income and very low-income households for at least 30 years. Twenty-five units would remain market-rate. Integrity would complete renovations currently underway. (Claycord.com)
- The State Supreme Court announced this month that it will not hear an appeal submitted by MDUSD in its suit with Clayton Valley Charter High School. The question involves how to calculate pro-rata share of 'facilities costs' and could impact other leases throughout California. The charter school received a favorable ruling Oct. 1 from the California First District Court of Appeal concerning a 2019 ruling by Superior Court Judge Steven Austin. MDUSD immediately announced it would appeal that ruling to the California Supreme Court. This month that request was denied, and the case was returned to the Superior Court. (Pioneer Publishers)
- On 2/22/22, 22 wedding ceremonies were performed at the Contra Costa County Clerk's office. "Palindrome days tend to be popular days for weddings at our office,' Acting Assistant Clerk-Recorder Laura Wilson said. "Sticking with the theme, we opened up additional appointments for county residents so we [could] officiate 22 appointments and they filled up almost immediately!" (Contra Costa Herald)
- On Tuesday, the Antioch City Council discussed creating a transitional housing overlay district that would impact the zoning of the parcel at 515 E 18th Street, which is the 32-room Antioch Executive Inn. The move comes as the City of Antioch is working to address its unhoused resident population by pursuing opportunities to provide facilities and services to directly address unmet needs. In the proposal, staff recommends the creation of a new Transitional Housing (TH) Zoning Overlay District that would allow Transitional Housing with a Use Permit to be approved by the Planning Commission. This would provide distinct areas in the City of Antioch where one could apply for a Use Permit to establish a Transitional Housing land use. (East County Today)
