Culver City Bolsters Rent Control, Tenant Protections Team
Culver City's COVID-era rental protections are now permanent and the city just hired two more people to improve protections.
CULVER CITY, CA — Months after California's pandemic eviction moratorium expired, Culver City's eviction protections remained in place.
To further help tenants and landlords navigate their rights, the city created and filled two new positions — rent stabilization analyst and rent stabilization coordinator.
Candice Tutt, the city's new rent stabilization analyst and Shannon Louis, the city's new rent stabilization coordinator, will be tasked with supporting tenants and landlords. They will handle landlord and tenant requests such as processing harassment complaints and conducting inspections for rent increase hearings.

They will also monitor rents across the city by researching and analyzing statistics and calculating legal rents.
Culver City adopted a permanent Rent Control Ordinance and a permanent Tenant Protections Ordinance in September of 2020.

Under the Rent Control Ordinance, the city caps annual rent increases at an amount tied to the Consumer Price Index. Landlords are also prohibited from imposing more than one rent increase for a rental in any 12 month period. Learn more about the ordinance here.
Under the city's eviction protections, evictions must be based on "for cause" grounds, such as failure to pay rent, or "no fault" grounds, such as recover of a unit in order to demolish a building or move in a landlord. Read more about that ordinance here.
