City Of Davis: City Hosts Community Meetings On Stormwater Initiative

The City of Davis is hosting four virtual community meetings to provide information on the City’s Stormwater Fee Initiative. The meeting dates are:

• Community Meeting #1: March 24, 2021 at 12:00pm
• Community Meeting #2: March 30, 2021 at 6:00pm
• Community Meeting #3: April 8, 2021 at 6:00pm
• Community Meeting #4: April 24, 2021 at 1:00pm

A Notice of Public Hearing related to the City’s Initiative and Stormwater Fee adjustment will be mailed to property owners within the City the week of March 15. The Notice will include community meetings details, the purpose of the Stormwater Initiative, and the City’s process for adopting an updated fee. Participants at the community meeting will watch an informational video to learn about the City’s stormwater system and the initiative development. After the video, Public Works Utilities and Operations staff will host a live, question-and-answer session. Each presentation will include the same information.

Since the City’s stormwater program inception in the 1990s, stormwater fees have partially funded the maintenance and operations of the City’s stormwater infrastructure and programs, and outside of a 3% annual escalator on the drainage rate, have remained unchanged since the early 2000s. As such, the current rates do not provide sufficient revenue for necessary capital improvements and upgrades to avoid flooding during heavy rain events. In addition, the costs to maintain the City’s aging stormwater infrastructure and to preserve clean water has surpassed the current rate revenues. A dedicated and reliable funding source, which is proposed to replace the current fee structure, is needed to provide for clean stormwater, flood control, improved maintenance, capital improvements and enhanced services.
