Del Mar Commission To Consider Housing In Two Commercial Zones

State Housing Element law requires Del Mar to implement the package of housing-related amendments.

A package of housing-related amendments in two commercial zones is heading to the Planning Commission on Tuesday, Aug. 11, with a request from staff that commissioners issue formal recommendations to the City Council.

The amendments would introduce multiple-dwelling residential units as an allowed use in the North Commercial Zone (on Jimmy Durante Boulevard and San Dieguito Drive) and the Professional Commercial Zone (on Camino del Mar at 9th and 8th streets).

Planning staff is asking commissioners to recommend that the City Council:

  • Certify a Program Environmental Impact Report that analyzed the proposals. The report found the amendments would cause no significant environmental impacts; and
  • Approve the proposed amendments, which would apply to a total of 20 parcels in the two commercial zones.

State Housing Element law requires Del Mar to implement the package of housing-related amendments.

The City Council is scheduled to act upon the recommendations during a public hearing next month.

The amendments would allow for up to 20 dwelling units per acre in the North Commercial and Professional Commercial zones. All existing zoning limits on height, floor area ratio and setbacks would continue to apply. Existing non-residential uses would continue to be allowed.

City Council approval will maintain local control over future housing and avoid exposure to a range of State penalties.
