Council approves sand replenishment program

City Council action on Aug. 3 is moving Del Mar closer to securing permission to streamline the placement of high-quality sand on City beaches.On a unanimous vote, the City Council approved an environmental document for the Sand Compatibility Opportunistic Use Program, or SCOUP. The document, a mitigated negative declaration, found that with mitigation and monitoring, the SCOUP would not cause significant impacts to the environment.In a related action, the council approved the SCOUP Coastal Development Permit.With local approvals in hand, Del Mar must now secure approvals from federal and state agencies.A fully-validated SCOUP would allow the City to readily accept beach-quality material from infrastructure or development projects.
