0544 Suspicious person at Heritage Court and Windmill Drive resulted in the arrest of Kenneth Mullens, 47, of Dixon for PC 496(A)-Possession of Stolen Property, H&S 11377(A)-Possession of Methamphetamines, H&S 11364(A)-Possession of Drug Paraphernalia and with an enhancement as per PC 12022.1(B)-Felony Committed while on Felony Bail. Approx $1,700 worth of stolen tools was recovered and given back to the owner and a discarded bicycle was recovered nearby. Mullens was transported to Solano County Jail.

0215 Hit&Run reported in the 300 blk of N.Fifth St. Responsible vehicle was located parked in the 500 blk of East D St and stored at a tow yard for further investigation.

0735 Occupied Suspicious Vehicle checked in a parking lot in the 1400 blk of Ary Ln. Probationer Robert Stake, 35, of Dixon, was contacted and a K9 search was conducted on his vehicle and nearby hotel room. Stake was found to be in possession of narcotics and narcotics paraphernalia. Stake was booked into the Solano County Jail for violations of 11377(a) H&S-possession of methamphetamine, 11364 H&S-possession of narcotics paraphernalia, 11357(b) H&S-possession of less than an ounce of marijuana, and 1203.2a PC-violation of probation.

Raul Guadalupe Rubalcava, Jr, 26, of Dixon, denied knowledge of the collision and then was taken into custody on a no-bail DUI warrant out of Sacramento County. He was booked into the Solano County Jail.
