• Newsom signs ‘Hug Act' inspired by Los Padrinos youth — The Downey Patriot (thedowneypatriot.com) — Youth at Los Padrinos Juvenile Hall in Downey helped inspire a new California law guaranteeing most incarcerated youth the right to hug and have other appropriate physical contact with visitors, starting Jan. 1, 2027. The Hug Act standardizes visitation rules across juvenile facilities, requiring officials to document any safety-based restrictions and emphasizing rehabilitation and mental health benefits from family contact.
