FCI Dublin Employees Plead Guilty To Sexual Abuse

DUBLIN, CA — Two former officers at the Federal Correctional Institute in Dublin pleaded guilty Thursday to sexually abusing multiple female inmates, the Justice Department announced Friday.

Nakie Nunley and Andrew Jones are the seventh and eighth former employees charged with sexually abusing inmates at the FCI Dublin women’s prison. In December, Ray Garcia, the former warden, was convicted of eight felony charges, including molesting inmates and forcing them to pose naked in their cells. In March, Garcia was sentenced to serve five years, 10 months in prison and fined $15,000.

Andrew Jones, 35, of Pleasanton, supervised prisoners at the Food Services Department, according to the Justice Department. Jones admitted in his plea agreement that between July 2020 and June 2021, he had sexual relationships with three prisoners working under his supervision in the kitchen. Jones admitted that he sexually abused the prisoners in multiple places near the kitchen, including a staff bathroom, warehouse, and room where kitchen utensils were stored.

Jones was charged with engaging in sexual acts and contacts with three women serving sentences at FCI Dublin, and for lying to federal investigators about sexually abusing one of the victims.

Nakie Nunley, 48, of Fairfield, supervised prisoners working at UNICOR, the trade name for federal prison industries. In his plea agreement, he admitted that between March 2020 and November 2021, he engaged in sexual acts with five prisoners working at the UNICOR call center. Nunley also admitted to lying to investigators about sexually abusing one of his victims and sending sexually explicit notes to another.

Nunley also admitted in his plea bargain that when one victim approached him about his conduct, he threatened her with transfer to another facility or losing her job. He also admitted to telling a victim that if she wanted to keep her job at UNICOR, she needed to pull down her underwear and bend over.

Nunley was charged with engaging in sexual acts and sexual contacts with five prisoners, and with lying to investigators.

Neither Nunley nor Jones have been sentenced.

The two are the latest in a string of convictions of former FCI Dublin employees that have included the former warden and chaplain. The investigations followed a lengthy Associated Press exposé in February 2022, which revealed that both employees and inmates referred to the prison as the “rape club.”
