Dublin City Council To Consider Extending Gun Retail, Shooting Range Moratorium Through 2027

DUBLIN, CA —

The Dublin City Council will consider extending a temporary citywide ban on new firearms retailers and shooting ranges for another 10 months and 15 days. On Jan. 20, 2026, the council adopted the initial Urgency Interim Ordinance imposing a 45-day moratorium on the establishment, expansion or relocation of firearms retail businesses and indoor shooting ranges. The council adopted the ordinance to give the city time to determine whether additional zoning standards or permitting requirements were needed, according to a city staff report.

City staff are currently requesting an extension of the moratorium until Jan. 21, 2027, due to the complexity of land use and regulatory issues. Extending the ordinance requires at least a four-fifths vote from the council.

Under current Dublin Municipal Code provisions, firearms retailers and shooting ranges are classified as retail and recreation, and may be permitted in certain zoning districts if they meet applicable regulations, sometimes by right. The interim ordinance paused approvals to conduct a broader review to ensure potentially incompatible uses are not approved while review is underway.

Staff has begun the process of researching best practices and zoning regulations instituted by other California cities, analyzing potential buffers around sensitive uses, and working with various departments on permitting requirements.
