Long Beach officials are demanding stronger notification and cleanup rules after detecting elevated bacteria levels, arguing downstream communities need clearer protections when industrial fires affect regional waterways. 
2. Progressive challenger Angela Gonzales-Torres, backed by Justice Democrats, hopes to capitalize on the controversy in a district that includes Downtown and East LA, where Democrats dominate and the primary effectively decides the seat.
