Second Interim City Manager Named By Richmond

Henry Gardner was picked Saturday at a special City Council meeting.

RICHMOND, CA — At a special Saturday meeting, the Richmond City Council unanimously appointed Henry Gardner as acting city manager while a "more permanent solution evolves," Richmond Mayor Tom Butt said in a statement.

Gardner, who from 1981 until 1993 was Oakland's city manager, takes over as Richmond's top administrator four days after former city manager Carlos Martinez was fired after less than a year on the job.

Martinez was unpopular with city workers and faced allegations of unfair labor practices.

Rochelle Polk, Richmond's community services director, was appointed Tuesday night as interim city manager, but she declined the job.
