Encinitas: District 3 City Council Vacancy - Applicants
Three applications were deemed ineligible: two did not reside in District 3 and one was received after the deadline.

On January 13, 2021, City Council Member District 3 Jody Hubbard submitted her letter of resignation (Attachment 1) from the City Council effective immediately, leaving her District 3 Council seat vacant with a term ending December 2022.

Government Code (GC) Section 36512 provides the Council with two options for filling a vacancy: 1) fill the vacancy by appointment within 60 days of the vacancy, or 2) call a special election to fill the vacancy.
At the January 20, 2021 City Council meeting, Council voted to fill the vacancy by appointment and approved the draft application and proposed timeline including the application deadline of February 11, 2021 at 5:00 p.m. A Public Notice advertising the vacancy was posted on the City Hall bulletin board, the City’s website, social media, the City Manager Newsletter, and advertised in the Coast News.

A total of sixteen (16) applications were received. Three applications were deemed ineligible: two did not reside in District 3 and one was received after the deadline.
Voter registration in District 3 was verified for the remaining thirteen (13) applicants by the San Diego County Registrar of Voters Office and the eligible applicants are listed below in alphabetical order:

At the February 24, 2021 City Council meeting, the City Council will hear each applicant briefly explain his/her qualifications and interest in serving on the City Council, discuss, and appoint one person to fill the vacancy on the City Council with a term ending December 2022.
