Fremont Officer Involved Shooting: Officer, Suspects Named

The three suspects — Stephon Tobias, Rayduan Lindsay, and Cameron Standley — all have extensive criminal histories.

FREMONT, CA — The Fremont Police officer and suspects involved in a shooting in Union City last Friday were identified Wednesday by Union City Police, the agency conducting the investigation.

Stephon Tobias, Rayduan Lindsay, and Cameron Standley were all arrested following a police chase and the shooting. Tobias was shot, while Lindsay suffered a non-specified injury that required medical treatment.

The Fremont Police Officer who shot Tobias has been identified as Darryl Manrique.

The police chase began shortly before 7 p.m. when police were notified of a robbery-in-progress at the Sephora store at Pacific Commons. Store employees say the suspects entered the store with garbage bags, filled them with approximately $19,000 worth of merchandise, and fled the store in a black colored SUV.

The SUV was spotted by Fremont police on northbound I-880. Police tried to pull over it over but it sped off, with Tobias at the wheel. Union City Police officers join the pursuit. The SUV pulled off the freeway and turned into a cul-de-sac on Balmoral Street in Union City.

In a press release, Union City Police say, "The suspect vehicle drove onto the front yard of a residence, nearly colliding with an occupied home. Officers from the Fremont and Union City Police Departments began conducting a high-risk stop of the vehicle and occupants. During this encounter, the suspect vehicle was completely turned around and was facing the police cars head-on. Officers exited their vehicles and gave the three occupants verbal commands. The driver, Tobias, then proceeded to collide with several police vehicles.

"Fremont Police Officer Darryl Manrique feared he was going to be run over by the suspect vehicle, so he discharged his service weapon at the driver in an attempt to stop the vehicle."

Tobias, 30, was hit in his upper body. He was taken to the hospital with a non-life-threatening injury.

All three men are from Oakland, with Standley also listing a residence in Richmond. All three were taken into police custody.

Police report, "Witnesses from Sephora positively identified two of the suspects as being responsible for the burglary. Video surveillance collected from the store, as well as community cameras, verified the three occupants were the same suspects who committed the theft."

The stolen items from Sephora were recovered from the SUV, and investigators later learned that the SUV was stolen from Berkeley.

Officer Manrique is on routine paid administrative leave from the Fremont Police Department. He is an 18-year police veteran. He worked for Newark Police for eight years, and has been with the Fremont department for the past 10 years.

  • 459 PC Burglary
  • 2800.4 VC Evading a Peace Officer (Driving on the opposite side of a roadway)
  • 2800.2 VC Evading a Peace Officer with wanton disregard for the safety of others
  • 496D(a)PC Possession of a Stolen Vehicle
  • 496(a)PC Possession of Stolen Property

Rayduan Lindsay, 24-years-old, Oakland:

  • 459 PC Burglary
  • 487 PC Grand Theft
  • 496D(a) PC Possession of a Stolen Vehicle
  • 496(a) PC Possession of Stolen Property

Cameron Standley, 29-years-old, Oakland/Richmond:

  • 459 PC Burglary
  • 487 PC Grand Theft
  • 496D(a) PC Possession of a Stolen Vehicle
  • 496(a) PC Possession of Stolen Property
