Fremont Prepares To Adopt 8-Year Housing Plan
The Bay Area's fourth largest city is closing in on completion of its update for its housing plan to run through 2023.
FREMONT, CA — The Bay Area's fourth largest city is closing in on completion of its update for its housing element, an eight-year plan to meet the housing needs of the community.
Under California law, all local governments are required to adopt such a plan and update it every eight years.
Fremont, like all local jurisdictions, is currently preparing to update its housing element plan. The city must do so by January 2023.

For this city of 230,000 people, its 2023-2031 housing element will include:
- A detailed analysis of Fremont's demographic, economic ,and housing characteristics
- A comprehensive analysis of constraints to producing and preserving housing.
- A review of the City's progress in implementing housing policies and programs from the current 2015-2023 Housing Element
- An identification of goals, objectives, and policies, in addition to a full list of programs that will implement the vision of the plan
- A list of sites that could accommodate new housing, demonstrating the City's ability to meet its Regional Housing Needs Allocation (RHNA).
City staff will present an updated 2023-2031 housing element to the city's planning commission on Dec. 22. At this public hearing, city staff will ask to make a recommendation to the Fremont City Council to consider adoption.
