New Recycling Fee Begins In September In Fremont

Quality standards now imposed by recycling businesses have led to additional costs for the city, officials said.

FREMONT, CA – Residential garbage bills will increase by $1.50 per month beginning Sept. 1 in Fremont to offset new recycling standards that require additional sorting and processing of materials, city officials said.

"Historically, Fremont’s solid-waste collection rates included the cost of curbside-recycling material collection because the market value of the recovered materials offset any processing costs incurred," officials said. "However, recent policy changes by the largest purchaser of U.S. recycling material have resulted in a decrease in the volume of recycled material purchased and a higher quality standard for the material accepted."

"With few market alternatives, these standards have complicated the economics of managing curbside recycling programs around the country," the city said, adding that officials will monitor any changes in market conditions that could affect the new fee.
