BID To Present Report on Possible Boundary, Assessment Changes

A Subcommittee was formed to investigate possible changes after some area merchants protested the cost and benefits of the BID.

The Glendora Business Improvement District will present its first subcommittee report on possible changes to its boundary map and assessments after over 140 merchants allegedly signed a petition to disband the organization.

The subcommittee will report the primary issues are that assessment fees are too high and that businesses outside of Glendora Avenue do not benefit from the BID, according to city documents. Taking that sentiment into consideration, the subcommittee will recommend the following to the advisory board:

Assessments for the following BID members shall be reduced to $0:
Businesses now subject to the minimum $50 assessment
Businesses located in the shopping center at 102 to 120 West Foothill Blvd.
Businesses located in the office building at 150 East Meda Avenue
The apartment building at 175 East Meda Avenue
The apartment building at 115 East Meda Avenue
Businesses located between 130 to 180 North Vermont Avenue
The apartment building at 125 West Meda Avenue
Businesses located in the office building at 112 West Bennett Avenue
Businesses located in the office building at 120 West Bennett Avenue
The apartment building at 122 East Bennett Avenue

The proposed changes represent 104 businesses, or 45 percent of the BID assessment roll. A proposed assessment adjustment for remaining businesses could result in a slash to the BID's revenue from $80,800 to $51,300, officials said.

The current BID boundaries includes businesses on Glendora Avenue from Bennett on the north, to Foothill Blvd on the south, Vista Bonita to the east and Vermont Avenue to the west.

Any changes to boundaries and assessments would take place in the 2014-2015 fiscal year, pending adoption by legislative bodies and BID businesses, officials said.

The Dec. 5 meeting will take place at 8:30 a.m. in the City Council Chambers, 116 East Foothill Blvd.
