GLENDORA CITY COUNCIL
NOTICE IS HEREBY GIVEN that the Glendora City Council will hold a public hearing in the City Council Chambers of City Hall, 116 E. Foothill Boulevard, Glendora, California, on Tuesday, May 12, 2020 at 7:00 p.m. to receive and consider public input on the One-Year Action Plan for Fiscal Year 2020-2021.

If Executive Orders issued by Governor Newsom and/or the emergency declarations related to COVID-19 are still in effect, the meeting will occur via Zoom Video Communications. Enter meeting ID# cityofglenodra.org/zoom, meeting will start at 6:00 p.m.
PUBLIC REVIEW AND COMMENT PERIOD
All interested persons are invited to the Public Hearing to comment on the City’s CDBG program and Action Plan. In addition, written comments may be submitted to the City prior to the public hearing and during the 30-day public comment period.
Comments from the public hearing and those submitted to staff during the comment period will be addressed in the final version of the Plans submitted to the U.S. Department of Housing and Urban Development. Comments and questions regarding the Plans can be addressed to:

PUBLIC HEARING MEETING LOCATION AND DATE
The City of Glendora is requesting public review and comment on its Community Development Block Grant (CDBG) Annual Action Plan for FY 2020-2021. The draft Annual Action Plan will be available from March 25, 2020 through May 11, 2020, a 30-day public review period. The Glendora City Council conducted a public hearing to review the funding recommendations for the draft plan at its March 24, 2020 meeting. A second public hearing will be held on May 12, 2020 to approve submittal of the Plan to the US Department of Housing and Urban Development (HUD).
In compliance with the American with Disabilities Act, if you need special assistance to participate in the meeting, please contact the City of Glendora’s City Clerk’s Office at (626) 914-8210. Notification 48 hours prior to the May 12, 2020 City Council meeting will enable the City to make reasonable arrangements to ensure accessibility to the meeting.
BACKGROUND
Consolidated Plan: Every five years, the CDBG program requires that the City adopt a "Consolidated Plan," which establishes the goals and objectives of the City’s CDBG program. During the development of this 2018-2023 Consolidated Plan, which forms the basis for establishing objectives and outcomes in the Strategic Plan and five (5) subsequent Annual Action Plans, the following priority needs and objectives were established:
- Infrastructure and Public Facilities: Improve and expand infrastructure and public facilities that benefit low- and moderate-income neighborhoods and residents.
- Economic and Human Development: Provide for the economic development needs of low- and moderate- income persons and neighborhood target areas.
- Fair Housing: Promote fair and equal housing choice for all persons.
- Administration and Planning: Provide for administration and planning activities to carry out actions that address identified needs in the Consolidated Plan.
These established Priority Needs form the basis for allocating investments geographically within the City during the next five-year period and are a result of various community outreach efforts and consultation meetings developed under the Citizen Participation process.
Only eligible activities that receive a High priority level in the FY 2018-2023 Consolidated Plan will be funded during the five year period.
Annual Action Plan: The Annual Action Plan is part of the Five-Year Consolidated Plan and serves as the City’s application for funding from HUD. The City of Glendora anticipates an allocation of approximately $304,630 of CDBG funds for FY 2020-2021. In addition to the annual allocation, $32,139 of unprogrammed funds from prior years and $33,783 in unspent funds allocated to CDBG administration in FY 2018-2019 are available for a combined total of $370,552 in CDBG programming for FY 2020-2021. The Glendora City Council will approve the final plan after the minimum 30-day comment period at the May 12, 2020 meeting for the adoption of the Plan.
Based on the limited amount of resources available to the City, statutory restrictions, and the Priority Needs established, staff recommendations for the FY 2020-2021 CDBG One-Year Annual Action Plan are as follows:

*Final Funding Allocation and Adjustments: As HUD may not release the final allocation prior to the May 12, 2020 public hearing, projects will be adjusted proportionately once HUD releases their budget. In Addition, at the March 24, 2020 Public Hearing, City Council approved the itemized projects listed above, however they directed staff to explore the possibility of utilizing a portion or all funds to fund a project that would assist Small Businesses impacted by COVID-19. This use is permissible under Economic and Human Development, a goal and objective established within the 2018-2023 Consolidated Plan.
