Half Moon Bay Cannabis Measures on Nov. 6 Ballot

The final measure asks voters to decide whether to adopt a commercial cannabis business tax ordinance, for commercial cannabis business.

From HMB City: At its meetings on June 19 and July 31, the City Council of Half Moon Bay approved placing five measures on the November 6, 2018 ballot, addressing various aspects of potential commercial cannabis business activity in Half Moon Bay.

One measure asks voters to decide whether to adopt an ordinance to allow and regulate commercial, greenhouse nursery cultivation of immature cannabis plants on existing greenhouse sites, in the City's A-1 (Agricultural/Exclusive Floriculture) Zoning District.

Three other measures are advisory votes, asking for voters' opinions on the following:

  • Should the City allow and regulate commercial, greenhouse cultivation of mature cannabis plants on existing greenhouse sites, in the City's A-1 (Agricultural/Exclusive Floriculture) Zoning District?
  • Should the City allow and regulate retail sales of cannabis and cannabis products at up to two locations within Half Moon Bay
  • Should the City allow and regulate commercial manufacturing of cannabis products on sites in the City's IND (Industrial) Zoning District and/or on existing greenhouse sites in the City's A-1 (Agricultural/Exclusive Floriculture) Zoning District?


The final measure asks voters to decide whether to adopt a commercial cannabis business tax ordinance, for commercial cannabis business activity, which may include cultivation, retail, testing, and manufacturing if those activities are allowed in the future. The tax would also apply to deliveries from outside Half Moon Bay.

In the Voter Information Guide, sent out to all registered voters toward the beginning of October, each measure will have a ballot question, an impartial analysis, and arguments/rebuttal arguments for and against the measure.

  • Any individual voter who is eligible to vote on the measure

  • August 13, 2018 for Arguments in Favor and Arguments Against
