The purpose of this hearing is to inform the public about the districting process and to hear from community members on the factors they feel should be taken into consideration in the creation of district boundaries. Among the factors that the City Council may consider are:
- Topography
- Geography
- Cohesiveness, contiguity, integrity, and compactness of territory
- Communities of interest
Bilingual "public participation kits" will assist community members in developing their district mapping ideas (available at this meeting, and at City Hall). A special City website at www.drawHMB.com will be available no later than May 15, providing detailed information and map-drawing tools that people can use to develop their districting concepts.

City staff and consultants will be available at the hearings to answer questions, help guide the discussion, and gather community input. The second public hearing, scheduled for June 5, will be another opportunity or community members to provide their thoughts and ideas about how the maps may be drawn.
Maps will not be drawn at these first two hearings. After the second hearing, draft maps will be drawn and posted for public review. Two additional public hearings (currently scheduled for June 19 and July 17) will provide the opportunity for community comment on the draft maps.
Please see the overall proposed schedule, which is part of the staff report.
