HMB Residents Invited to Talk Short Term Rentals, Second Units
The city is hosting a Planning Commision Study Session.

From the City of Half Moon Bay: Community members are invited to attend the next Planning Commission Study Session for a discussion and input on two related housing items, for which zoning regulation updates are being considered:
- Second Units/Accessory Dwelling Units
- Short Term Vacation Rentals
This is a study session only, no draft ordinance language has been prepared, and no final decisions will be made at this meeting. Further discussions and opportunities for community input will be coming up.

Second Units and Short Term Vacation Rentals both affect the overall availability and affordability of housing, as well as neighborhood character. This study session is intended to provide context for these two topics, both individually and in the ways that they overlap and affect the City as a whole.

Second units/accessory dwelling units (ADUs - "granny units" or "in-law units") are smaller units built on the same property as, or attached to, an existing primary residence. The City regulates the production of ADUs through its zoning regulations. Updates to those regulations are being considered to facilitate production of these units, to incorporate current California Coastal Commission guidance, and to conform with recent changes in related state law. The Planning Commission will be considering policy options on unit size, parking requirements, and the review process, among other elements.
The City's Zoning regulations do not currently include provisions for short term vacation rentals. The Planning Commission will be considering policy options with respect to allowing short term vacation rentals in various zoning districts, as "hosted" (property owner is on site) or "unhosted" (whole house or apartment is rented) accommodations, as well as various land use controls.
