The piece highlights free counseling on Hayward middle school campuses, second-chance programs for teens, and mental health outreach that aims to prevent crises before they become arrests.
   

• Drones Above Bay Area: BART Wants To Launch Policing Drones (patch.com subscription) — BART is proposing a 180-day pilot to deploy policing drones between Bay Fair and Hayward stations, patrolling about 3.5 miles of track for trespassers, theft, and infrastructure problems. The district-wide policy would also allow broader drone use for emergencies, inspections, and crowd control, while promising limits on random surveillance and data sharing. Hayward riders could see drones overhead if directors approve the plan in October.
