Bikeway Village, Sewer Service Fee Increase at City Council Meeting Wednesday

Area residents are being asked to comment on the proposed Bikeway Village project and a proposed six percent increase in sewage fees at the City Council meeting Wednesday at 6 p.m.

Residents are being asked to give their opinion on a possible six percent sewer service charge increase. 

The fund pays for the treatment of IB's wastewater and maintenance of infrastructure. From 2005-2010, prices rose 5.5 percent, or 0.5 percent a year.

Last year rates were increased 1.5 percent based on the U.S. Bureau of Labor Statistics Consumer Price Index. This year that amount was deemed insufficient to cover treatment costs, and for sewer lines dating back to the 1940s, to cover possible widespread failure. Higher treatment costs are also anticipated in the future from the City of San Diego.

In relation to sewage fees, last fall the city

"The city's reserve funds are currently insufficient to cover unforeseen expenses, such as the need to make emergency repairs to the system," the meeting agenda packet said.

This is agenda item 3.1.

The public will also be asked to comment on the Bayshore Bikeway's design plan, environmental impact and application to amend city zoning plans.

Bikeway Village LLC and the city are partnering to build a 42,000 square foot facility at 13th Street where shops, a hostel or other businesses may operate.

This is agenda item 3.2.

By charging baseball and softball leagues for use of field lights, staff layoffs and other measures to lower costs and raise funds, the city could save more than $200,000, city staff estimate. Several measures to save or make money at the Sports Park and Recreation Center have been proposed and are listed in the agenda packet attached here.

This is agenda item 6.3. 

Agenda item 6.4 allows City Manager Gary Brown to sign an agreement with the Sweetwater Union High School District so that they pay an equal share of Mar Vista High School's School Resource Officer. If the district doesn't pay an additional $20,000 in salary for the position, the school risks going without an officer on campus.

Following discussion of incidents involving ultralight vehicles last month and the passage of emergency legislation, a second reading of an ordinance restricting hanggliders, paragliders, parameters and other UVs from IB skies.

As part of the city's Bicycle Transportation Plan, council will vote on whether or not the city should again apply for a SANDAG grant to fund more bike lanes.
