Cell Phone Reception, Clean and Green, New American Legion at Wednesday City Council Meeting

The Imperial Beach City Council will meet Wednesday evening at 6 p.m. at City Hall to discuss the following items.

Among issued to be discussed on the meeting agenda, Council will vote whether or not to approve a $700,000 increase in funding to the Imperial Beach Redevelopment Agency's Clean and Green Program.

Clean and Green reimburses local residents up to $30,000 for energy and water efficiency enhancements made to their home.

Since the program began in December 2007, 90 low to moderate income homeowners have received $2.3 million.

Council will also vote on a resolution which approves the issuance of tax exempt bonds to Hitzke Development Corporation not to exceed $4.2 million for the construction of 30 affordable housing units for seniors and veterans above .

Under Tax Equity and Fiscal Responsibility Act and IRS rules, Council must first hear public comment before taking the vote.

The bond will be issued by the California Municipal Finance Authority.

As part of the city's recently renewed agreement with American Medical Response, the city has agreed to purchase a cardiac support pump, which will cost $19,000 and will be paid for with pass through monies paid by AMR to the city. The device is said to provide more consistent and evenly distributed chest compressions than an emergency medical technician treating a person with a heart condition. Councilmembers will vote to approve the purchase of the machine.

Imperial Beach may join El Cajon, Chula Vista and the City of San Diego in applying for a Waste Tire Enforcement Grant application which will take place over the 2011-2012 fiscal year. The program helps pay for the disposal of waste tires. There is no fiscal impact to the City of Imperial Beach, City Manager Gary Brown said in a staff report on the matter. The city has also been involved in the program in years past.

The telecommunications company NextG will request a modification to their telecommunications network license to install a two-foot tall cell phone node on top of a street light at the corner of 13th Street and Elm Avenue to transmit phone calls for multiple wireless networks.

City Council will also vote to ratify the warrant registrar, which details the city's spending.

The single largest payment is $468,046 to the Sheriff's Department for August 2011 law enforcement services. $679,916 was paid in accounts payable and $835,541 in payroll checks.
