South Laguna public parking program passes Coastal Commission appeal (latimes.com subscription) — Laguna Beach has cleared a key hurdle to launch a one-year pilot of paid and time-limited parking in South Laguna along Coast Highway and nearby residential streets. The California Coastal Commission denied an appeal, allowing 22 pay stations and 501 marked spaces, with a five-hour limit, to move forward while the city finalizes an implementation schedule and new mobile payment system.
3. Whiskers the Sea Lion, Oro the Aussiedoodle and even some grownups greet El Morro pupils (latimes.com subscription) — Laguna Beach Unified students returned to class with a spirited welcome at El Morro Elementary, featuring teachers, first responders, therapy dog Oro and mascot Whiskers the Sea Lion. Superintendent Don Austin visited campuses, emphasizing student happiness, relationships and strength-based learning as the district opens the year with 2,262 students across its four schools, including a full preschool program at El Morro.
4.
