South Laguna public parking program passes Coastal Commission appeal (latimes.com subscription) β Laguna Beach has cleared a key hurdle to launch a one-year pilot of paid and time-limited parking in South Laguna along Coast Highway and nearby residential streets. The California Coastal Commission denied an appeal, allowing 22 pay stations and 501 marked spaces, with a five-hour limit, to move forward while the city finalizes an implementation schedule and new mobile payment system.
