Health officials say the spill was caused by a tree roots and disposable wipes that clogged the Laguna Beach city sewer lines near Pacific Coast Highway. Anthony Martinez of the Orange County Health Care Agency said that the sewage bubbled up through a manhole and then flowed down the gutter into a storm drain, where it continued to flow out onto the beach.
The ocean water along Diamond Beach is expected to remain off limits for about three days, and will remain off limits until tests show bacteria levels that meat state health standards, the OC Health Care Agency said.
