ORANGE COUNTY, CA — A small dog seized during a field animal cruelty investigation needs a forever home, an Orange County Animal Care spokesperson told Patch.
Pepe is an animal cruelty victim, and needs patience and extra loving care.
"Pepe will only be adoptable through an application and individual interview process to ensure the best possible home for him, OC Animal Care said.
