Seasoned Emergency Room Physician Steps into Board Chair Role
Barbara Victor, M.D., became chair of Saddleback Memorial Foundation on July 1, 2017
Barbara Victor, M.D., has stepped into the role of chair of Saddleback Memorial Foundation’s Board of Directors. As of July 1, 2017, Dr. Victor will succeed Bill Phillips, who served as chair for four years.
Previously serving as vice chair of the board, Dr. Victor has been a board member for eight years. Dr. Victor also served as chair of the Foundation’s Spring Gala 2017, and is a founding member of the nonprofit’s Beauty In Grace women’s giving circle.
“After working for years in a leadership role in emergency medicine, and having partnered closely with the Foundation team to fundraise for Saddleback Memorial, I’m thrilled and honored to serve as chair,” said Dr. Victor. “I look forward to building an even stronger collaboration among the board members to achieve the mission of our Foundation — supporting Saddleback Memorial and helping create the best possible care for our patients.”

Dr. Victor, a Santa Ana resident, is an emergency physician with CEP America Inc. She was regional director of operations in Orange County, Baltimore, and Washington, D.C., from 2008–2016. She was elected three times to the Board of CEP America, and was also medical director at several hospitals in the Los Angeles area.
She has received the City of Garden Grove Excellence in Community Service Award and the CEP America Distinguished Service Award.

Her medical career began as an emergency room nurse at Harbor UCLA Medical Center. She attended Tufts University School of Medicine in Boston and completed her residency at Loma Linda University Medical Center.
“Dr. Victor truly understands the vision of our Foundation,” said Cecilia Belew, president of Saddleback Memorial Foundation. “She brings a vibrant energy, new ideas, and seasoned leadership to our board. We’re elated she is our new chair.”
