Former El Cajon City Councilman, Co-Founder and Executive Director of East County Youth Symphony TODD KEEGAN passed away on September 10, 2012 at the Sharp Grossmont Hospital after a 7 month battle with cancer. Mr.Keegan was born November 23, 1951, in Washington PA and moved to San Diego as a child with his parents.
He graduated from SDSU with BM in Political Science and became actively involved in social and political life of East San Diego County. A lifelong Democrat living in a conservative city, Mr. Keegan was elected to the El Cajon City Council in 1994, and re-elected in 1998. He had previously been appointed parks and recreation commissioner and helped establish the El Cajon Commission on Aging, the El Cajon Commission on Disabilities and the East County Homeless Task Force.
Mr. Keegan is survived by his wife, Olga; stepson Eugene; and a half brother, Patrick.

A memorial and celebration of life will be held from 2 to 4 p.m. Oct. 20 at the Ronald Reagan Community Center at 195 E. Douglas Ave., El Cajon.
