The results of a 2017/2018 Livermore Valley Joint USD CA Healthy Kids Survey found that:
• 72% of Livermore 11th graders believe that it is either very or fairly easy to obtain e-cigarettes or vaping devices;
• 52% of Livermore 11th graders believe that it is either very or fairly easy to obtain cigarettes;
• 30% of Livermore 11th graders have used electronic cigarettes, indicating a rapidly growing trend;
• 38% of Livermore 11th graders perceive little to no harm in using e-cigarettes compared to smoking cigarettes
These products are designed and marketed to kids with over 15,500 flavors, like gummy bear, cotton candy, strawberry, and menthol.

In a minor decoy operation for vape and tobacco products conducted by the Livermore Police Dept. on April 5, 2019, fifty percent of the businesses included in the sting sold tobacco products to the underage decoys.
In response to community concerns, the Livermore City Council unanimously approved an ordinance restricting the sale of candy flavored tobacco products, including menthol cigarettes and electronic smoking devices.
This Livermore ordinance was initiated by a group of Livermore parents and youth who are concerned that candy flavored tobacco products are hooking Livermore kids on nicotine.
