Human Trafficking At Livermore Massage Parlors: Couple Arrested

An investigation that began with two massage businesses in Livermore resulted in the arrests of Anna Huang and Brian Jones.

LIVERMORE, CA — A Livermore couple suspected of human trafficking and money laundering have been arrested after a yearlong investigation into their massage parlor operations, Livermore police announced Wednesday.

Anna Lingling Huang, 50, and Brian Scott Jones, 50, were both arrested Wednesday in their Livermore home, according to Livermore Police Officer Taylor Burruss. They were booked on suspicion of human trafficking for the purposes of pimping; pimping and pandering; and money laundering. Jones was also booked on a charge of tax evasion.

Burruss said the investigation into the couple's activities started in 2018 as a result of complaints from community members who suspected prostitution was occurring at two separate massage businesses in Livermore: Elite Foot and Back, located at 122 South Vasco Road; and Paradise City Foot and Back located at 51 Wright Brothers, #F.

After many months of undercover operations, hundreds of hours of surveillance, and over 25 search warrants, Livermore police detectives learned Huang was the owner of the two Livermore massage parlors, and that she owned two massages parlors in Tracy and one in Brentwood. Through the investigation, detectives determined Jones and Huang were complicit in sexual exploitation and money laundering, according to Burruss.

The investigation is still active and the Livermore Police Department is currently conducting interviews and following up on additional evidence, Burruss said. The case will eventually be handed to the Alameda County District Attorney’s Office for the final charging decisions.

The Alameda County Sheriff’s Office, Brentwood Police Department, Tracy Police Department, Pleasanton Police Department, Hayward Police Department, and Alameda County District Attorney's Office assisted in the investigation, according to Burruss.
